to shut the mouth of the drum with the hand and put a mark at the top of the water limit in the drum, and turn the drum top to bottom… if the water limit is upper than the mark you have put the husband is right! if the water limit is lower than the mark wife is right.. if it’s remains right on the mark both are wrong, because the water is then exactly half of the drum.

Put a rod (with chalk pasted on it) inside the water in the drum and hold the rod at the top of drum. Now measure the wet/dry portion and compare.
