First question has already been answered by others
Second: 1 appears more than others if u compare interval 1-100 we do not have 76 as 076 however in the interval 100-200 we have 1 as the first digit so 1 appears more than zero. So we can say that we have eqaual appearence for numbers 1,2,3,…9 but at the end we have 1000 which adds one more 1 to the number of 1’s.
