The barrel has maximum capacity of 30 Kg ,if someone fills it with anything
less than 30 kg that will be less than the maximum capacity of 30 kg.

If there is no trick in the words ( i.e. the barrel really weighs 30 kg) , then put kind of chemical acid that makes the bottom of the barrel being melted ( removed) which hence makes the weight of the barrel surly weighs less than 30 kg!
